Mental Health & IDD Authority
The Texas Health and Human Services Commission (HHSC) is responsible for designating a Local Mental Health Authority (LMHA) in one or more service areas in Texas. In our region, HHSC has selected Emergence Health Network (EHN) as the Local Mental Health Authority and Local Intellectual and Developmental Disability Authority (LIDDA) which means HHSC has given EHN the state’s authority and responsibility for:
– Planning, policy development
– Coordination (including coordination with criminal justice entities)
– Resource allocation
– Resource development
and oversight of mental health and IDD services in the most appropriate and available setting to meet individuals needs in our service area.

Emergence Health Network (EHN) provides person-centered health care for El Paso and the surrounding communities with a specialty in aiding individuals with behavioral health, intellectual and developmental disabilities, and related condition.

Message from County
We congratulate Emergence Health Network for a successful year serving the mental and behavioral healthcare needs of our community. This year, we are particularly proud of fostering the County’s partnership through funding in collaboration with the Health and Human Services Commission for the launch of a Diversion Center that will provide short-term intervention for justice-involved individuals to be co-located at EHN’s Extended Observation Unit.
This is just one example of the proactive measures and initiatives driven by EHN to address the critical needs of El Paso County residents.

Message from County Hospital District
The El Paso County Hospital District is proud to celebrate another successful year for Emergence Health Network (EHN). The entire EHN team and Board of Directors continue their efforts to elevate their services and grow alongside the community and our needs.
Their commitment and passion are building the necessary system that ensures individuals have access and are empowered to live healthier lives. While doing so, they are helping eliminate the stigma around seeking support when needed. The need to address intellectual/developmental disabilities, behavioral health and/or substance use treatment continues to grow. Being at the forefront of addressing growing needs means ensuring strong community partnerships.
As we look to the future, the El Paso County Hospital District will continue to build on that strong partnership with EHN and be a part of the effort to transform service delivery. Together, collaboratively, we can help ensure individuals receive the care where and when they need it.
